THIS RESTAURANT IS CLOSED Garces Restaurant Restaurant Review: Chef-owner Luis Garces is known as the king of paella. But his specialty is a popular Cuban-style steak and cubes of fried pork. Black beans and rice are the standard sides. The family-owned and -operated restaurant, an offshoot of the Mid-City original, packs in regulars and convention attendees from nearby Pontchartrain Center for home-style Cuban dishes with a Mexican twist. Margaritas are a popular accompaniment. Garces also offers a selection of imported beers from Mexico and South America.
