Despite having the same name, the DC Penang bears no other resemblance to its cousin restaurant in Bethesda, Maryland, and that's a shame. This location offers a frenzied, overcrowded bar scene and dining room. Noisy besides, it offers few creature comforts, not even with its food. Spoiled by countless meals at the other Penang, we puzzled over such offerings as the Thai seafood tom yam soup with its rubbery octopi and the poorly seasoned Penang char koay teow, a classic Malaysian offering that turns rice noodles into a princely dish---but not here. Because it's a happening DC destination, you are well-advised to make reservations, and if possible, plan to stop in at off hours, when the noise of the crowds may be diminished.
