Rouge Restaurant Review: Rouge combines a see-and-be-seen bar scene with a seductive dining room and sidewalk seating to create one of the most happening spots on Rittenhouse Square. Chef Sam Noh presides over the compact kitchen, turning out food both familiar and fresh. Noh brings some global touches to the Euro menu that includes spicy duck soup with maitake mushrooms, fish tacos and steak tartare. Sip a glass of Louis Latour Chardonnay and enjoy one of the best burgers in town, truffle Parmesan frites or herb-roasted chicken with potato purée and garlicky spinach that never goes out of style.
