At Sam Seltzer's, patrons know what they're going to get---good steaks, a choice of traditional sides, an occasional surprise. The menu hallmark here is meat---steak and prime rib---as you might expect given the mini-herd of full-size plaster cow statues in the front yard. With four dining rooms in one of the busiest steakhouses in the Tampa Bay area, appetizers are somewhat typical: shrimp cocktail, chicken wings, mozzarella sticks.
