Szechuan Restaurant Review: Every neighborhood could wish for a Chinese eatery as jolly as this. Second-generation owners of this veteran spot, also known as Kirby’s, greet the perpetual crowd with enthusiasm---come twice and you'll be a friend for life. And the dining room reflects the diversity of Federal Hill, from working folks and families to the young and hip. The décor is as old-fashioned as can be, and the food is good, basic Chinese fare. There are some standouts, though, like the whole fish with black bean sauce when it’s on special; simple, fiery chicken with chili peppers; and Neptune's Catch in a Bird's Nest (seafood in a woven potato basket).
