Shaun Doty and Lance Gummere replaced their Midtown Bantam + Biddy with The Federal, and envisioned it as having the ambience of a French bistro. Intimate and romantic, the place was named to allude to the nearby Federal Reserve Bank. For an appetizer, we like the chopped chicken liver to spread on substantial black bread; it’s served with cornichons. The menu is meat-centric, focused on steak, one of which is from a grass-fed source. Cooked in cast iron, it comes exactly as ordered. Duck confit and steak frites reprise the duo's delight in French-themed fare. Local products are embraced, such as cheeses from South Georgia's Sweet Grass Dairy; try the Asher Blue on a steak. Lunch features roast pork or beef brisket sandwiches "until they run out," so get in early to enjoy one. Long famous for his burger, Doty brings the popular two-hander to lunch and dinner. Don't miss his sticky toffee pudding on the dessert list, which is supported by a good selection of dessert wines. Local quaffs are among the craft beers, and wines range from Long Island's Wölffer Estate rosé to options from California, Oregon and Washington State, and France, Spain and Italy. One complaint: We found the "double espresso" one of the skimpiest we've ever experienced.
