China Boy Restaurant Review:

Probably the least dressy, least frilly eatery in Washington is this tiny Chinatown spot. There's no printed menu, just a board listing a few dishes. But you can count on the noodles being fresh. We recommend the chow foon with beef. Food can be eaten there or prepared for takeout. Surprisingly, China Boy has been a well-kept secret. P.S.: Upstairs, it is also an old-fashioned rice noodle factory, and plenty of area restaurants buy from the place.
