The concept is to cook up foods from various districts around the United States, so you can have pan-seared New England diver sea scallops, southern roots-style banana leaf-wrapped red snapper, citrus-dusted wild salmon from Alaska or a piquant Southwest skirt steak rubbed with five-chile spice. The prices are fair, the service friendly, the scene lounge-like and the food ultimately hit-and-miss. The District is probably best savored during post-dinner hours, when there's a live DJ and late-night menu of tapas-like snacks.
