Bar Cesar's interior is sleek, simple and more casually bar focused than its Berkeley counterpart Cesar (a relationship that has grown looser with time). Latin-inflected dishes include some tapas, larger plates, tortas, tacos and tostadas. Happy hour happens twice a day, seven days a week, and features discounted drinks and snacks. A small, tasteful outdoor patio culls a lively crowd.
