Pho 99 has undergone several changes in ownership, and, currently, the menu and food are much less upscale than they were. This has not stopped the stampede, however. There are lots of customers. The menu seems shorter than before, but if you stick to such tried-and-true dishes as the spring rolls or the bowls of pho, you’ll do just fine. We liked the grilled shrimp on vermicelli but would pass next time on the shrimp and pork salad.
