In this slip of a storefront, walls trimmed out with catchy trinkets like flashy sombreros lend atmosphere. The reasonably priced Tex-Mex and Latin food includes fried plantains stuffed with shredded beef that make a nice appetizer and a good prelude to the masitas de lechon, or cubes of Boston butt pork simmered in a very mild sauce. Look to Picasso for a cheap-eats alternative to its pricier neighbors on the block.
