Cebu is an anomaly in a steak city such as San Antonio; beef rarely appears on the menu. For that matter, there is no menu. Here's how it works: You call and leave a message; they call you back for your reservation information and a credit card number; they shop for you; you show up; you put yourself entirely in the chef' s hands. This is not as risky as it may seem. The chef, who learned at the feet of his grandmother, a cook for Ferdinand Marcos, has an especially deft hand with seafood, and his sidekick, the waiter-maître d', will make you feel right at home---even to the point of encouraging you to eat with your fingers in traditional Philippine fashion. On some evenings, the pair may be catering to you alone; no more than ten reservations are normally taken for the $75 prix-fixe dinner, with seating at 7 p.m. Should he decide to make it, the exotic ceviche with seafood, bitter melon, mango and coconut cider is alone worth the price of admission. Tuna braised in coconut milk is a dish typical of the singular entrées. Palawan shark and whole, crispy sea bass are other possibilities. Dessert may be as simple as sorbet, but adorned with orchids and made from fruits unfamiliar to most Western palates. Wash your hands and bring your own wine.
