Novato is fairly bereft of fine dining opportunities (with the exceptions of Boca and Kitchen) but the Taiwanese food at Ever Rain can compete with many of its big-city counterparts. The prawns with candied walnuts are given a refined treatment; and the sea scallops in a tart, chile-spiked sauce probably won't be found in many other local Chinese eateries.
