Kelsey’s Restaurant & Spirits Restaurant Review: A bar-food round-up --- wings, quesadillas and crab dip --- is augmented by a roster of sandwiches and entrées, but Kelsey's real claims to fame are its hearty lamb stew served in a carved-out bread boule, its thick slabs of homemade meatloaf over golden mashed potatoes, and its locally grown beef. Good prices, a casual crowd, and a neighborly feel make this an any-day restaurant on the west side of town. Kelsey’s has a claim to sports-bar fame, too: during Ravens season it runs a bus --- complete with beer --- to the stadium for fans.
