THIS ESTABLISHMENT IS CLOSED Just off the main drag, tucked away in an old residential neighborhood, is this ramshackle sort of place that the locals adore. The menu is on newsprint and features an array of appetizers, salads, pastas, sandwiches and pub favorites (try the mussels, served steaming hot from the buffet table). Among the dishes served in the tidy dining room off the dreary workingman's bar are open-face roast beef or turkey with gravy, a baked or fried seafood combo, and baked stuffed cabbage. Penne Cecelia is a house favorite---pasta with plum tomatoes, garlic, grilled portobello mushrooms and spinach. Deli sandwiches are piled high with a half-pound of ham and cheese, turkey, roast beef, corned beef or pastrami. For dessert, try the homemade New York-style cheesecake. Service is friendly and informal.
