Empire offers consistent quality and value via its vast list of the robustly seasoned dishes of China's north. Some locations also offer sushi at very reasonable prices. Service leans to the perfunctory, but if it's a jolt of red pepper and black bean that you require, this eatery will deliver. (Actually, it does that, too).
