Openings

Savoury is a new Indian restaurant on the Upper West Side. The owners of the now-closed Surya chain of Indian restaurants are behind it. Typical dishes include seared scallops in a tamarind sauce, baby lamb chops, and a lot of freshly baked bread. http://www.savourynyc.com/. On Bleecker Street in Greenwich Village comes Carroll Place. The restaurant is in the space that housed the erstwhile Kenny's Castaways bar. The kitchen serves up wood-fired pizzas, burgers, salads and pastas. Carroll Place, 157 Bleecker St., New York, NY 10012, 212-260-1700.
 
Mario Carbone and Rich Torrisi, the two chefs behind popular eateries Torrisi Italian Specialties and Carbone, among others, have announced they are opening a new restaurant called Dirty French. It will be a Gallic-accented bistro inside Ludlow Hotel on the Lower East Side. There's no word yet on when it will debut. Dirty French, 180 Ludlow St., New York, NY 10002, no phone.
 
Au Za'atar is a new French-Arabian bistro in the East Village. The menu is Lebanese-leaning and includes fig crostini and, of course, several dishes spiked with the Middle Eastern spice za'atar. Au Za'atar, 188 Ave. A, New York, NY 10009, 212-254-5660.
 
The new General Assembly, in the space of the erstwhile Hurricane Club, is a bistro with a French and Italian accent. Craig Koketsu, former Hurricane Club chef, is in the kitchen cooking up steak frites, burgers and fried skate, among other dishes. James Beard Awards Finalists Announced
Finalists for the 2014 James Beard Foundation Awards have been announced. Among the New York restaurants and chefs that are up for awards are Betony, Carbone and Estela (Best New Restaurant), Bar Boulud (Outstanding Wine Program), The Bar at The NoMad Hotel and Maison Premiere (Outstanding Bar Program), and Hearth and wd-50 (Outstanding Restaurant). Gramercy Tavern's Michael Anthony has been nominated in the Outstanding Chef category.
 
Thanks for the Tip. Not!
Riki, a Japanese restaurant in Midtown, has a new no-tipping policy. Instead, the restaurant has raised its prices by about 15 percent to pay employees higher wages. Riki, 141 E. 45th St., New York, NY 10017, 212-986-5612.
 
Kaiseki Mondays at Brushstroke
Every Monday at David Bouley's Brushstroke is now Kaiseki Monday. That's right, start your week off right by indulging in the seven-course meal for $115 per person. Musical Mondays at Le Cirque Cafe
Le Cirque Cafe presents Musical Mondays, featuring live jazz music. The shows will be held from 8 p.m.-11 p.m. in March and from 7 p.m.-10 p.m. in April. No cover fee. Mission Cantina Burrito Lunch
At first, the burritos at Danny Bowien's hotspot, Mission Cantina, were only available via take-out. But it has just been announced that some of the best burritos in town are now offered for "eat in" during lunch. Lamb and carnitas burritos are the standouts so far. Jose Garces Is Coming to Town
Celebrated Philadelphia chef Jose Garces will open a restaurant later in 2014 (or early 2015) in Battery Park City. There's no word yet on the concept or the exact location.
 
Perla Lunch
Perla, the Greenwich Village Italian restaurant from Gabe Stulman, has rolled out a new lunch special: a three-course $35 meal, which is now offered Wednesday to Sunday. Options include risotto with saffron; black spaghetti with 'nduja, calamari and breadcrumbs; and a skate sandwich with artichokes and fennel. Chef Shuffle
Chef Gavin Kaysen will be leaving his post at New York's Café Boulud this summer to open an eatery in his native Minneapolis. Café Boulud's current chef de cuisine, Aaron Bludorn, will take over for Kaysen. CafĂ© Boulud, The Surrey, 20 E. 76th St., New York, NY 10021, 212-772-2600.
 
Volatile but talented chef Ryan Skeen, who can't seem to stay at a restaurant for longer than a year, has landed at pan-Latin Los Americanos in TriBeCa. Los Americanos, 305 Church St., New York, NY 10013, 212-680-0101.
 
Jason Hall is the new chef at The Fourth. He previously worked within John DeLucie's Crown Group (Crown, The Lion, Bill's Food & Drink). The Fourth, Hyatt Union Square, 132 Fourth Ave., New York, NY 10003, 212-432-1324.
 
Angie Mar, who until recently was a chef at The Spotted Pig, has become the chef at The Beatrice Inn. The Beatrice Inn, 285 W. 12th St., New York, NY 10014, 917-566-7400.
 
The yet-to-open restaurant located in Union Square, The Pavilion, had named and then promptly lost a chef. Wayne Nish, formerly of March and also Nish, has already resigned from the position. The restaurant will open sometime later this year with a different chef.
 
Raphael Francois has taken over the top chef job at Le Cirque Raphael Francois, a former toque at London's The Connaught, has crossed the pond to take over the top chef job at esteemed Le Cirque. Le Cirque, One Beacon Court, 151 E. 58th St., New York, NY 10022, 212-644-0202.
 


Closings

Il Bastardo, the Italian restaurant in Chelsea, is set to become the fourth outpost of the mini-chain Bocca di Bacco on April 8. Until that day, Il Bastardo will remain open. Il Bastardo, 191 Seventh Ave., New York, NY 10001, 212-675-5980.
 
El Sombrero, the old-school Mexican restaurant on the Lower East Side, has temporarily shut down. El Sombrero, 108 Stanton St., New York, NY 10002, no phone.
 
Aska, the acclaimed Scandinavian restaurant in Williamsburg, will close during the third or fourth week of March and reopen in the near future in a bigger space. There's no word yet as to where it will relocate. Aska, Kinfolk Studios, 90 Wythe St., Brooklyn, NY 11249, 718-388-2969.
 
The Bowery Diner served its last pancake on Sunday, February 23. Owner Mathieu Palombino says he will turn the space into a new eatery. Diminutive West Village eatery Cafe Henri has shut down for good. Cafe Henri, 27 Bedford St., New York, NY 10014, no phone.
 
Chef Sue Torres' 11-year-old Mexican restaurant in Chelsea, Suenos, has closed for good. Suenos, 311 W. 17th St., New York, NY 10011, no phone.
 
Pastis, the achingly scene-y Meatpacking District restaurant, closed after February 28, 2014. The building that houses the bistro is being renovated. Owner Keith McNally has signed a 15-year lease on the space, so Pastis lovers should have no fear: the restaurant will reopen in 2015 and be around for a while after that.
